I'm not sure it has a specific name, but many manufacturers produce similar items (often with different branding). Essentially, it’s a urethral tube paired with a steel rod placed on top of the penis to prevent erections. Based on what I’ve read, it might not be ideal for long-term chastity because the meatus can get irritated.
